Panic buttons, security cameras, laws against attacking nurses and EMTs, or self-defense training… which is best?

Panic Button: While good in theory, consider– How long is it between the time a person being attacked, pushes the button, and help arrives?

Security Cameras: When was the last convenience store, or bank robbery captured on video, did the presence of the camera– actually prevent the robbery or protect the employee?

Laws with stiffer penalties for assaulting healthcare staff: Illicit drugs are against the law. Speeding is against the law. Rape, robbery and homicide are also against the law. Penalty is not protection, it simply proves their is a problem.
